This song festival celebrated the 10th anniversary of the Republic of Estonia and a special song festival stage was built for the festival in Lasnamäe, at the site of the current Song Festival Ground. The song festival was very thoroughly prepared: courses were organised for conductors, local singing days for choirs and there were also big festivities in counties. The programme consisted solely of Estonian music.

436 choirs and orchestras with 15,049 singers and musicians took part in the festival, including choirs from Latvia, Finland and the USA. There were approximately 150,000 people in the audience, which was one-eighth of the population of Estonia at the time.
